Can we do Finger Printing in India for US citizenship?

My friend applied for US citizenship, after being on GC for 5 years.
But, as soon as he applied, he left for India for medical reasons.

His finger printing notice came very soon - within a month.

I have 2 questions:

1. Can the finger printing be done at any US consulates in India?

2. If we apply for postponement, can we specify a month (say August) to reschedule it? If not, typically when will they reschedule it to (1 month/ 2 months/ 3 months). He can come back only by July/August.

There is no way to know for sure when USCIS will reschedule it. It could be anytime. Nobody can give you a sure answer on this. And even if your friend would send a request to reschedule it at certain time with certified mail, still it won't gaurantee anything since nobody gives the damn to a case in the USCIS since they have millions of applications to deal with. Do you think they will take care of your friend's case with "great attention" as per his desire if he would make such a request? Matter of fact, your friend's request of this nature would be lying somewhere in their garbage box, believe me. That said, your friend should not forget about the consequence/risk of delaying his case here. However, if your friend receives a fingerprinting letter prior to his arrival then obviously he cannot do anything if he would be outside the U.S., but soon he comes-he should go to his local office and explain everything to them. They will arrange an appointment letter for his fingerprinting right away. But before going to local USCIS office, he can try to have fingerprinted with ASC as sometimes ASC are known to have fingerprinted even if the date on appointment letter is expired. Mostly don't refuse to have fingerprinted on expired appointment letter, believe me.
