Can we change consulate after 1824 approval?

Hi,

Our 1824 was approved on 7th Feb 02 with Chennai as the consulate. Since Chennai does not accept AC 140 cases, can we change the consulate now to Delhi? I have permanent address in Delhi. Also my passport is from Delhi.
