Can the spouse come to US on EAD/AP if she never entered US before?

Hey Guys,
My 6 years on H1-B with Company A are completing on July 10, 2004. Company A didn't process my GC so I am switching to Company B and using a preapproved LC (which matches my skills) to apply for GC.

Now, Can my wife get a EAD and AP and enter US using these documents? She has never entered in US before as Consulate didn't give her H4 (Refusal under 221G). We got married on May 2003.

It will be great if I can get some insight on the options.

TO get EAD and AP your wife should have filed I-485. To do that that she will have to be in the United States, a catch 22 situation.
