I just want to if the employment GC process can be started from outside US if one works for the company in UK whose headquarters are based in US?

I beleive in that case, I can use whatever mode for Labour Cert, RIR or Regular, right? Is it necessary to wait outside I will get the GC or can I enter US on H1B in between? I was on H1B for six years before. Counter Resetted as it is more than a year.
