Can students studying in canada apply for immigrant visa?

My brother intends to study in canada. Can he apply for immigrant visa,while he is studying in canada? If not, then how many years does he have to wait before he can apply for immigrant visa?
 
Dont think it is possible. Someone has to sponsor him OR after studying he can work here and then apply on that basis.
