Can someone request a case be tranferred to a local INS? The full story is:

Got EAD.
got job in NY. A peron in the local INS office suggested that tranferring the case to a local district office may speed up the process?
Can someone request CSC to tranfer case to a local district office? When do cases get assiged to local district office?
My friend would like to know if request to transer is normal and if it will create any additional confusion in the process.
