Can Someone Explain this new background check?

It is my understanding that the recent freeze in GC approvals is as a result of a G-325 (name/dob) background check by the FBI.

Please can someone tell me what this means?
Is it different from fingerprinting?
What is it supposed to achieve?

Please Gurus (Jaxen et al) respond.
