Can Sister travel to USA, if I apply green card for her?

Hi
I am naturalized citizen of USA(originally from India). I now want to apply green card for my sister who lives in Hyd, with her husband and two kids.

She had never been to USA so far. If I now apply green card for her, and since it takes too long(10-11 years), can she travel to USA meanwhile?

1) Would that negatively impact her green card application or
2) On the other hand, would she even get the travel visa to come to USA?

Could someone help me in getting the answers for the above?

If you petition for her - she has to disclose that information when she applies for visitor visa. This information would conflict with the basis for non-immigrant visa, which is "no intent to immigrate". So, getting a visitor visa would be quite tough.
On the other hand, applying and getting approved/denied for visitor visa has no effect on green card application.
 
She should get the visa first, then enter the US with it, because the green card petition could cause a problem with obtaining the visa or being allowed to enter the US after getting the visa. Then when she is in the US, file the petition with the consular processing option. Then she should leave the US before she overstays. That way, the next time she uses the visa, if hassled about the GC petition she can say that she previously was in the US when the petition was pending, but she left anyway.
