Can PR vote in local elections?

I only see PRs are not allowed to vote in federal
and state elections. What about township elections?
It is absurd to pay so much taxes (property) but
have no say in local government.

This is old news. Don\'t know if he got kicked out for voting
and serving on a jury. I was amazed that so many people
lack common sense and let their life ruined by such a mistake.

Since it is a crime for an alien to falsely claim that
he is a US citizen, I wonder if it is a crime for a citizen
to falsely claim that he is only a PR.
