Can one work in jobs that are not related to the field of study while on OPT

My brother just graduated with his masters degree and is on OPT. Since the job market is extremely bad, he might take sometime to find opportunities. In the mean time can he work@other places (Starbucks for ex)? Would really appreciate your response.

No. It is also advisable to have a job in the field of study while on OPT. If not, one should be able to show that he/she is trying seriously to obtain the training for which he/she got the EAD, like attending interviews.
