Can one talk to Immigration Officer once six months are over from RD of I-140

Can one talk to Immigration Officer once six months are over from RD of I-140. What are the chances that when you call customer center/care of NSC you can get immigration office on line. Also what is IIO can anyone explain.

I tried. I got an answer saying that they are processing Aug cases and Sept cases will be processed soon - which is basically what we see on the processing times sheet. Current rules say that if you do not hear within a month after the date shown on the 140 processing time, it is good to call them. 180 days does not hold good.
