If someone is on OPT, has an expired FI visa and an HI approval with an effective date of October 2006, can that person still go outside the country to get an F1 stamp?
I read on one of the boards that you can't get an H1 stamp more than 10 days before it is effective (so for an H1 effective on Oct 1st, one can only get a stamp from Sep 21st onwards). So getting an H1 stamp would not work since he wants to travel outside the US before that time period.
