Today it is possible but DOL does not want and they expressed their intent in "PERM faq set Round 5" and later on it was rolled back. You never know when they revise it again. Look at http://www.ows.doleta.gov/foreign/times.asp

Yes you can file now...

By the time they want to bring this back again...it will take some time, by that time if you file one PERM, they will either approve PERM or BEC case for you. Either way you will have this or the other.
