DIY NIW may only need a personal statement but do both statement and petiton letter purposes. Should I quote those from recommendation letters to address the 3 NIW prongs in my statement， just like a lawyer did in his petition letter?
Sure you can and it's the right way to convince the CIS officer. BTW, use cover letter or petition letter not the personal statement -- this may casue USCIS doubt who is real writer of these.
In cover letter, use Dr. XXX states that "....." or Prof. XXX states "...".
