can my wife apply for her mother?

I'm still trying to figure out the best type of visa for my mother in law. Can you help out with another question from me?

Here is the scenerio:

1. My wife is Korean. She will be a USA citizen in 3 years.
2. We want to bring her mother from Korea to USA right now.
3. What type of visa can my mother in law travel on so she can stay in USA for the next 3 years?
4. After 3 years, our plan is for my wife to petition for her mother.

I would greatly appreciate any guidance. Thanks.
 
I think we've been through this a week or so ago and determined that about her best chance was an E-2 investor's visa since there is a treaty between Korea and the US. I'm not saying she qualifies but it is a shot since apparently she has, arguably, sufficient funds to start the business.

Once she becomes a U.S. citizen, she'll be able to petition her mother for a green card. right now, if she's a permanent resident, she can only petition any unmarried child (under 21) and unmarried son or daughter (over 21).
