Can my US citizen spouse get my parents a green card?

Hi guys,

I am married to a US citizen and I am currently a permanent resident (on condition though).

My question is, if we would like to get my parents a green card, can my husband apply one for them, or should I wait until I get my citizenship in order to do so?
