Can my stepfather file an I-130 for me? I am unmarried and 30 years of age. He is a US citizen.

Your stepfather cannot file for you if the marriage that created the relationship took place after the your 18th birthday. By the way, I did not know the answer but it took be only 45 seconds to find it out on uscis.gov.
