Can my sister living in my country sponsor me in I-134?

My wife is a DV2009 selectee. We are worried about the fund to prove during the interview. About I-134 , the affidavit of support, I don't know the person who do sponsership must live in the U.S and be the U.S citizen only or not.
It is hard to find someone there to support us. However, I have my sister-in-law living in my country to sponsor us. In this case, can I write her as a sponsor in the I-134?

the I-134 must be filled by a U.S. Citizen, your sister in law (unless she is a U.S. Citizen, of course) can't do it. What she can do is put some of her funds on your name (at least temporarily), so that way "you" show you have enough funds to be above the poverty level for a period of 5 years.

an I-134 could be filed by a US Citizen OR a permanent resident of the United Sates.
