Can my sister change her application later

Now, I am a US citizen, and I am applying green card for my sister through I-130. We both understand it will take 10-15 years. My sister has enough money to get green card through investment, but she doesn't want to come to the US recently. So the problem is if several years later, she changes her mind and wants to come to US earlier, can she change her application by the investment route? Will I need to withdraw my application for her? Will my I-130 petition affect her future investment application?
She is in China now, she has been in the US many times through business trip or pure traveling trips, and has not problem in getting B-1 or B-2 visas. But after I file the I-130 petition for her, if she applies for B-2 visa in the future, is she going to get trouble?
 
I'm not sure about changing her application. But it is very possible she will have trouble getting any kind of non-immigrant visa after expressing an intent to immigrate (by filing the I-130.)

Not everyone has problems getting a visitor visa, but there is a real chance that she will, and you should consider it carefully as you make this decision... Based on other postings here it seems that if she does apply for a B-2 visa, they will look more closely at evidence of her residence in China and intent to return, at the least.

Filing the I-130 definitely makes it a problem to obtain a B1/B2 visa, or even to use an existing B1/B2.

But if she has a pending or approved I-130 it is not a problem for her to pursue a green card by any other route, investment or employment. A fresh new application of the new type would have to be filed, and the old one would not have to be canceled to file the new one.
