Can my position be definted as Permanent Position?

Hi, Guys,

I am confused by the defination of Permanent Position which can be used for USCIS. The offer to my associate researcher title in the universituy said in its last paragraph that,

"This position is funded from grant and/or contract funding which is renewed under the provisions of the grantor of the contract. Your position is dependent on continued funding. Therefore, then continuation of this position is on a basis depending on continued funding and on the satisfactory performance of your duties."

funded by grants means its temp not permanent!
other statements also doesn't fit BCIS defination of permanent!
