Can my mother get a green card?

Hi,

I just received my second green card. Some time ago I believe the law was once i get my passport, and citizenship then I can apply for my mother to come to the US and get a green card.

One lawyer told me that now I can start the process with my second green card and dont have to wait for the passport. Once I get my passport she will get her green card.

Is this true?

You don't need a US passport to sponsor her, but you need to be a US citizen. On completing the citizenship process you'll get a naturalization certificate, and you can use that certificate as proof of citizenship to sponsor your mother, without having a US passport.
