Can my mom apply for my brother

1. after i get my oath i will aplly to bring my mom and my brother from my country. I know that they are in different categories so my mom will be here first. my question is when she apply for her resident can she apply for him as dependent so they can get their resident together. he is 14.

2 how long after the consular process she can apply for her GC.

3 somebody have another idea of how bring my brother faster.

Once your mom becomes a permanent resident and satisfies 5 years of residency and other requirements in US, she can apply for naturalisation. After that she can apply for your brother's green card.

The other way, for your mother and brother to come together is non-immigrant visa.
If your mom could come to work here on H1B professional work visa, then your brother could come on H4 visa as her dependent.

But, if you apply as a citizen for your brother green card, your brother will have to wait several years, until his Priority date becomes current.
