Can my employer screw me over?!

Hi.
I'm currently on my OPT (Masters degree). I recently applied H-1 through an employer (consulting firm) on Apr 1st by paying 750$. But within a week after filing before joining the firm, i got a fulltime employment from another company. Now according to new rule passed by Govt, the OPT can be extended for 17 more months. So is it legal, if i join the new company immmediately, work for them till my OPT expires (in May 2010) and let them file my H-1 next yr (before Apr 1st 09), so that I dont have anything to do with my 1st employer? Can my 1st employer (consulting firm), under whom i haven’t worked at all, complain to INS or UCSIS about this. Does it have any bad remarks or ramifications in future when my 2nd employer tries to file a new h-1? In short, can the consulting firm screw me over legally in any way because I ditched them for a better offer?
BTW, i havent signed any agreement with them. (the consulting firm)
