Can LC be used if filed from one state but move to work for another state??

Folks,

My friend has a problem here. He filed his LC from the PA branch of his consulting company whose HQ is in NJ. In the LC application, the address is the NJ HQ but the "Address Where Alien Will Work" is the address of PA branch. His LC is still pending in PBEC.

Now due to the job relocation, he moved to OH branch of the same company to work. Can he use the LC to file I-140/I-485 in the future? If not, how to resolve the problem? Amend LC or some tricks in the I-140?

Many of these company will not use proper attorneys that is why they face such a problem. They should know the difference between a client location and company HQ. Usually you have to enter HQ as place where person will work.

To overcome this problem initially he can argue that move is temporary. He will come back to the same location once the GC is approved. In pre-AC-21 days this could have been big problem But now location can be change will not affect once you get eligibility for AC-21.

Or there might be a solution like adding ' undetermined Location in USA' to the Place of Job. That will be amendment to LC but may raise a red flag

Could you explain how to first get I-140 approved by an LC with different work location? For example, in I-140, anywhere indicates the work location? How to utilize AC21 when you file I-140?
