Can J1 waiver be made outside the United States?

Hi,

My J1 program ended in Sep 2006 and I came back to my home country. There is "two year rule applies" on my J1 visa. So I think I am subject to the two year rule.
My fiance filed the K1 petition in June 2007. I sill have one year to go to fulfill the two year requirement. We don't want to wait for so long time. Can I apply for the J1 waiver when I am not physically present in the United States? Do I need to go for the State Department advisory opinion?
I am sorry I don't quite understand the procedure and have on idea what to do.

Any advice is appreciated!

You don't need to be in US to apply for J-1 waiver. I applied 2 months after I left US and got the waiver 2 months after I applied for it. Just go to the website of Department of State and read the procedure and apply. You can find lots of tips and informations in this website as well.
