Can J-1 with 2 years bar returing to country of origin apply for asylum?

Here is the case:
1. A student had J-1 with returing home country and staying for 2 years. She changed to F-1 a fews years ago and obviously holds now the F-1 status. Can she adjust her status to resident status on the basis of marriage?

2. Can she apply for asylum WITHOUT first obtaining waiver for her 2 years bar returing home country?

Well, since she's received her green card/permanent residency, actually she has the same right to travel as any other permanent resident. She doesn't require advance parole/ a re-entry permit to return to the US if she's only going to be gone a month.
