Can it be a solution for H4 visa problem in chennai?

I am on H1B visa and my wife applied for H4 visa(first time) in chennai.Conslulate
is asking for additional documents which I cannot provide(regarding w2 and LCA matching).
In order to get my wife here, I will get a new H1, my wife will attend with that new H1 in Bombay or Delhi as a fresh applicant.Is it possible to do that?
If so and if everything goes on fine,once she arrives here I will send her passport to St Louis to get it restamped for my previous H1 visa. I will explain to St Louis saying that I am not planning to take a new job and will continue with the old employer.

Can I do that In that way?

If anyone has any idea please post the response.Probably this might solve H4 visa problem
in chennai for most of the guys.

Applying for new H1b does not clear your Old job history with the INS/BCIS.

I doubt this plan will work . It is in their system that they have asked your dependant for docs and if you do not submit them and apply later , They will ask the same

They track you by PP number and not By H1b or the employer ..
 
when I took appointment through TTS they did not ask my PP number.Even in the consulate then did not look my PP copy itseems.

First of all anyone getting visa refused has his/her passport marked with the date that he/she visited the consulate so I think they have all the details that matter.

Going to any other consulate with new H1 will in most cases will not help on top of that you are taking a big risk since fundamentally the issue is with your status hence as long as she goes for H4 dependant visa she is going to have issues.

I think rather than do all this it is very advisable to talk to a lawyer since your case is already complicated by doing all what you are thinking you might land in more trouble [ I know of cases where even the mere fact that you went from one consulate to another without any good reason was enough for rejection though now they do claim that chennai applicants can go to other consulates provided they have not been refused which is not true in your wife's case so for all you know this time your wife might just get rejected because of this
