yes provided the labor states that it will subsititute experience for MS AND you should have that many number of experience PRIOR to filing date of that original labor (not current experience). AND your skills and experience should be exact or more than that specified in job description.
a bit of caution is that uscis have been widely challenging progressive experience to substitute for degree. best bet - talk to your lawyer.
