Can I use this labor certificate?

I am new to this board and find it is very helpful.
A quick question: labor certificate is approved, which it said that BS degree plus two year's experience are required for this job. But I have only one year experience but I have master degree, is it acceptable for GC process?
Any thoughts will be appreciated.

I don't think so. From what I know, both your education and experience at the date of original LC filing should be greater then or equal to the LC requirements. Although you satisfy the education criteria, assuming your BS was granted on or before the LC filing date, but on experience you might not not qualify.

Even if you qualify the experience factor, you should make sure the skill set matches. For example if LC requirement says BS + 2 yrs in C++ and you have MS + 5ys as Oracle DBA, you still might not qualify.
 
If the LC says "BS+2 or equivalent", then maybe you have some hope (I don't know that you do, but it may be worthwhile to check more).
