The choice of EAD vs. H1B to change jobs doesn't affect your ability to use AC21 portability. But by going with an H1B for the new employer (instead of EAD), you keep the advantage of maintaining H1B status which allows you to travel without advance parole (if you get stamping at a consulate) or bring in a spouse on H4.
