Can I transfer to new employer in 7th year extention?

I am on 7th year extention. There is an offer from a new employer for a higher position (in the same field).
I have the following questions -
1. Can I take the offer and transfer my H1
2. Do the new employer have to file a new LC

The employer is located in a different state than my current LC is filed.
