Can I transfer my visa without the approval notice in Hand

Hi, I am on an H1B visa through a consulting firm and am now willing to transfer it to another firm as I got a full time job with them. But my consulting employer has not given me my H1B approval notice (original or duplicate), and so I am wondering if I can transfer my H1B based on the H1B application receipt which has my case number and everything on it.

I know that it is illegal for an employer to hold the H1B approval, but I don't want to mess up my relationship with the consulting employer, and also do not want to end up in a situation wherein I ask for the H1B approval notice and the employer gets suspicious and revokes my H1B petition right away. So can you anyone please tell me how can I work around this situation.

Could you ask your employer to give you original H1 approval notice because you need (may need) to travel out of country? Regardless of changing companies or not, how would you travel if you don't have H1?
