Can I surrender my J1 ? and start fellowship

hi Guys,
I am starting j1 waiver in PA later this year in August. I want to do fellowship and I am applying this year and if I get fellowship, I plan to surrender J1 Waiver and start fellowship on J1 .I wonder if it is possible that I can just surrender my waiver or I am just wasting my time.Also, if any one knows if I will be enforced some fine by department of health.
I appreciate all inputs.

If you signed a contract already, then it should be stipulated in the contract. AFAIK there is a hefty fine if you break the contract. If the employer breaks the contract, then you will not be fined and you can just finish the remainder of your J waiver at another place.
