Can I start work after H1 receipt

Hi Guys,
Was wondering if anyone had thoughts on this...

I was on H1 from Oct 1999 to Aug 2003. From Aug 2003 till now I am on F1. Now I would like to file for a H1 visa. Can I file for the H1, get the notice and start working immediately or do I have to wait until Oct 1?

You will have to wait until the H1B approval in order to start work. If your previous H1B was not subject to the cap (e.g. you did not work for a university), then you are not subject to the quota, and your H1B can be approved sooner than Oct 1 if you use premium processing. And then you can start working.
