Can I send packet3 to Chennai consulate directly or need to send it back to NVC

Hi All, I got my packet3 and one of my friend has send the Packet3 directly to Chennai in Oct 2001 instead of NVC and he got appointment with in two months. Can I do the same thing now or I need to send it to St. Louis. Any ideas how long it will take to get the interview if I send it to St. Louis.

Please refer to the earlier discussions!!!

The process has changed from Jan 2002. You have to wait till you receive packet 3 and then send it to NVC at St.Louis
