Can I send a certified letter to Texas Service Center?

I recently obtained my US citizenship, and I wanted to file for my mother I-130. Can i send the package certified to the texas service center in Mesquite , knowing that the address is a POBOX??

Certainly you can. I have done it twice and in both cases the "return receipt" came back within a couple of days - no problem. In fact, for EVERY communication I always use Priority Certified Mail with Return Receipt. It costs a few bucks a pop but worth it.

but are you sure that the address was a PO BOX in your case?
