Can i schedule a Meeting with US Consulate before VISA is approved?

Hi,
I'm Krish. I have applied for H1B sometimes in the end of April 2006.
I have got the Receipt/LIN Number very recently,and when i checked the immigration site it shows current status as still processing.
I think it's going to take a couple of months more to get the VISA approved.

My Question is, in the mean time can i schedule for an interview with the consulate(provided if it's possible) or should i wait for the VISA to get approved?
Because it's mentioned that i "must hold a valid petition (Form I-797) issued by the U.S. Department of Justice, Department of Homeland Security, before proceed to make an application."
I'm totally new to this area, So any sort of advice would be a great help for me.

My H1 petition is still not approved. However, I have booked an appointment at US Embassy in Mumbai. They need the I797 receipt number (EAC# in my case) and the validity date. I put the day on which my H1 is supposed to end (Oct 2009). Once I get the approval, I will mail all the documents to the embassy, as per their directions.
Alternatively, you can go for Emergency Appointments, for returning employees. You can check out with the respective embassy about this.
