Can I rejoin?

My aunt applied immigration for my family around 20 yrs ago and that is approved around 198x. 4 yrs ago (2000), the priority date came and my family immigrated to the US except me and my brother because my brother and I were 22 and 24.

My aunt heard from a lawyer saying that a new laws came out and my brother and I can rejoin the case (or sth. like that) to get the green card. Does anyone hear about that? Since I know nothing about this, please forgive me if I ask sth. sounds very crazy to you guys. Thanks!!

My brother right now is in F1 visa and I am in H1 visa.
