I went to stamping in DETROIT lat month..as my pass port is xpiring next june they said, they can NOTt stamp my PP, but they stamped on I-94 kind of card with my picture...which is as good as stamping in the pp. Now I am planning to renew my passport, can I go the the DETROIT office again for stamping in the New Passport?
Can I go for Samoing again within 1 month?

I do not see the need for it. The card you were given is what it is: a perfect replacement of the stamp in your passport. Nowhere in this forum did I read about anybody that was given grief over this arrangement.
As for re-visiting the Detroit office for re-stamping, I do not know whether they will be willing to do it or not. I would call them and ask. Let me know how did it go, I am from around Detroit and my case is supposed to get approved in the next few months, and am going to probably face the same situation with mine.

no, you don't have to go for "Samoing" again 
the whole big idea behind issuing the i551 stamp on a different piece of paper is to make it independent of your passport. and, as gvaknin said, nobody has been given any grief over this new "temporary green card" by immigration/security staff both in the u.s. and in e.u.
