Can I get F1 at the U.S./Canada border?

I'm a Canadian citizen but live in the U.S. Since my TD visa is going to be invalid in a few months after I turn 21 years old, I want to switch to F1 so that I could continue studying. I'm going to be getting my I-20 soon. Can some one tell me if it's possible to get an F1 for Canadians at the border instead of filing a change of status application with the USCIS?

And do I need to give that interview for the F1 visa? What would the procedure be for Canadians to get an F1 status?
 
You will require to file Form I-539, to change her status. If you are not in TD status now, to apply at the border for an F-1 visa,you will require to get admitted into the school in America, obtain the Form I-20 and leave for Canada. Then you can apply at the border for an F1 visa.
