Can i get EAD from Local INS

I filed for i485 & EAD in October. My Receipt date is oct 8th & notice date Oct 15th. I did not receive EAD card after almost 3months. Can i get EAD from Local INS sinc it passed 3months.

Technically yes. My RD is 9/27/2002 and my I-140 got approved on01/03/03. So far there is no news on my EAD & AP. They say one gets EAD and AP approvals a couple of weeks after I-140 approval. But I saw on this forum where EADs got approved before I-140 approval.

Since I am not in a hurry to get EAD, I prefer to wait for it.
