can I get EAD/AP from Baltimore

I am in Maryland. I didn’t apply for EAD and AP when I applied for 485.
I heard Baltimore INS wont issue EAD/AP but Philadelphia and Washington DC offices are issuing it if you have 485 receipt. Can I get it from Baltimore? If not can I go to philadelphia or Washington DC office for EAD/AP? Will they reject it since I am from Maryland?
 Gurus, please help.

EAD: Apply to VSC. If pending>90 days after EAD RD then get interim EAD in Baltimore
AP: Either from Baltimore or VSC. If you stay in Maryland cannot do it in Washington or Philadlephia.

I am on bench now. My employer is in Boston. I need the EAD urgentely. Can I go to Boston for EAD?
