Can I fill two waiver forms?

Hi every one. I am on J1 and i filled a waiver form in may but i did some mistakes in it. I have a case number too. Now i got my NORI'S from my home country and i want to apply to the embassy with my case number to get the NOC. So can I fill a new waiver form to get a new case number as i am not able to make changes to the earlier one.
 
No, fill a new waiver form (download the PDF form http://travel.state.gov/pdf/ds3035.pdf instead of doing the online method), write your old case number on it, and send that directly to the DOS (not St. Louis) with a brief note that this is a corrected version to an existing application (an amendment). A new form would require a new fee, and I believe is unnecessary. You can call the DOS directly and ask them to be sure. See this post:

Thanks for the help. I havent sent the fees and the case number to the St.Louis. I just filled it and took the case number and I did'nt start any further process on it. I just got NORI's from India and now i need to start the rest. Since i haven't started the process can I still further go ahead and fill another waiverr form as I heard that the paper method will take a long time for the process to be completed. Kindly clear this doubt.

Oh, I'm sorry I misunderstood. If you haven't sent anything yet, then by all means fill out a new form. Use the new case number on all your material. I believe that on the online form, there is an area where you can "Add information" that you'd like the DOS to know. There, you can add a sentence like "Note: I previously filled out an online application that I later discovered contained errors. I did not submit the fee or any other materials to follow up on that application and consider this my actual application".

If you decide to write such a note (either with the application or as a footnote on your Statement of Reason), just emphasize that you did not pay the fee for the older one because the DOS will not actually open the case anyway without the fee so it will be clear to them that you only legally submitted one application. I am not even sure such a note is necessary because you did not send the fee. I'll leave that up to you. But either way, I think it is perfectly safe to fill out a new online form.
