Can I file OCI application in a different region?

Hi all,

I am in houston region, but I am visiting Chicago next week, Can I file SC and OCI application in Chicago embassy personally? Few people I know have lost their applications and passports in houston and they had to start over and had lost of hassle, so thinking to avoid them. Any suggestion?

No you can not. Unless you can give residency and other proofs in Chicago reason.
