Can I file LC in Chicago, 140 in California

My job is based in Chicago. I want to file LC in Chicago, 140 in California since I was told California's I-140/485 is faster than Chicago.

Question:
I was told by company's legal department that I have to file everything in Chicago. But I have a friend who filed in the way I decribed above. Where (which website) would I be able to find document to support my suggestion?

U can file I-140, only in the jurisdiction where u are employed.

Ur friend's employer's head office must have been under CA jurisdiction.

My company's HQ is in CA

I forget to mention my company's HQ is in CA. I am working in chicago office.

So I should be able to submit LC in Chicago, I-140 in CA. Is that right?

Yes you should be OK to file I-140 in CA and LC in Chicago. I-140 as a rule should be filed where the sponsoring company's HQ is.
