Can I file for consular processing for my parents while they are in the US visiting?

My parents are currently here on a visitor visa and plan they plan to head back to India in 2 months.

Now, they would like to start their Permanent Resident application through Mumbai consular processing.

One of the questions in the I-130 is that if the beneficiary is currently in the US.

Now is it fine if we start Consulate Processing for their green card while they are in the US and they return back to India in the middle of it?

Also, are there any postal mails or couriers sent to the India address during the I-130 stage also?

Yes, you can file I-130 for them when they're in the US and then they can finish the process at the consulate.

They won't get any green card-related mail in India until after the I-130 is approved.
