Can I do the RFE by myself?

Hi,

INS issued RFE. But now our company and the lawyer has some issues on how to pay the bill. My case has been paused now. I want to pay the lawyer by myself, but lawyer said that it is againest the policy.

Can I do the RFE by myself? if Yes, How?or Can I hire some other lawyer to do that for me?

The RFE is for employment confirmation. The receipt date for I485 is 1/25/2000. The service center is Vermont.
