My brother is working on H1 b visa. He has an approved I-140 EB2 labour certification priority date is june 2003. He has already finished his J1 waiver on H1b, can he change jobs and still retain the same priority date.
 
Yes, he can do that. But, it has to be a similar job, and he will have to repeat the entire process again - get a new H1B, which should not be a big problem. Then he will have to re-file PERM - once he gets that approved he will get the old PD.
I am assuming he is from a retrogressed country,i.e. the Republic of India, so he cannot file for Adj Status/ I-485!
 
Has he filed his I485 yet ? If yes, he might be able to keep his PD despite changing jobs (AC-21).
