Can I be promoted to Sr position under H1B?

I have a job offer of senior position in different team within the same company. Before joining the company, I had 1 year experience and master degree. The Sr job requires 5 years experience. Now, immigration people in our company told me I can NOT take the new Sr job, because I do not qualify the # of years experience for H1B. I was wondering is it an issue to transfer jobs within the same company with similar job functions for H1B now?

If the job requires 5 years of experience and you don't have it, how do you expect to do it irrespective of H1B/GC or anything.
