i won the dv2011 and attended the interview in May. I was then told i have been put on administrative processing. For about three month i was just called to for my final appointment. i prayed and left. i was told by the officer that, my home country says i don't qualify for a visa because i failed in two subjects. During my interview i presented two high school certs. One contained the only two subjects failed but fortunately pass the two subjects.
So i told the officer that, i wrote the two subjects and passed. she asked me whether i brought that cert to the office when they called me for the final appointment, and i told her i brought it during the first interview. she denied and said it only one cert she can find on the computer of which my home country says i don't qualify.
I insisted i brought it and she looked back into the file and saw the cert we were arguing of. she was very surprised to see the cert in question in the file. She then told me to go back home and they are going to call me.
My question is:
i read that, refusal under this program is final. so how can they reverse their decision since i think they have informed all offices about that case refusal.
is it possible for my home country that is my country of birth to determine my requirement to qualify based on education but why not where i was interviewed because the officer said " according to your country you are not able to recieve the visa because you failed in the two subjects.
Can they come back to say something different to disqualify me because the two subjects they presumed i failed was actually passed.
and now, if by the deadline i don't hear from them is that my fault or that of the embassy.
